I am dehydrated. How can rehydrate in hurry? - capillaries in the lip

I know I'm dehydrated because my gums are nothing, my urine dark, and my slow capillary refill is over. I drank water and it does not work .. general. My lips are dry and full, and not all are drained. The skin is my face puff pan and overall I'm quite normal! 12.00-1.30 I slept that morning, and I'm always tired .. : /
