Unfortunately, I believe that children would not wait. But I live in the UK and most kids smoke cigarettes and alcohol before the age of majority.
Unfortunately, you and I have serious doubts about this line of thought leads to some of the reclassification of the drug.
In fact, I doubt there is anything we can do, which is not a daunting task, which threatens their civil rights.
It is probably easier to just smoke and convince people of that, you know, it's not bad, and you are a responsible, reasonable and fair. Even if it is what most smokers seem to do drugs anyway.
